WHAT IS TECHNICAL SURVEILLANCE COUNTERMEASURES?

‘Technical’, in this instance, refers to electronic equipment. ‘Surveillance’ by definition means, close observations or potentially covert observations and finally ‘countermeasures’ (which is actually one word), in this instance can be defined as an action taken to counteract or help prevent a danger of threat. So by that definition, in answer to the question “What is the technical surveillance countermeasures?”, can be described as the actions taken to counteract or help prevent observations using covert electrical equipment.

 

Who uses bug sweeping services?


First of all, it’s worth pointing out that bug sweeping is just a single specialist element of a wider range of security countermeasures that are available in both the private and public sector. Given that we aim to operate in the private sector, I will concentrate in examples that are relevant to this field. For the sake of clarity, the public sector relates to government bodies whereas the private sector is that pertaining to publicly or privately owned businesses and individuals. As an example, the Metropolitan Police Force is a public sector organisation and a law firm would fall into the private sector category. By contrast, the Metropolitan Police Force would more than likely use a public sector organisation to sweep their head office (Scotland Yard) or one of their police stations whereas the law firm would engage a private sector company to sweep their offices. That is, of course, unless there was some form of criminal investigation being conducted by the local police constabulary which would then be referred to a public sector body.

 

Going back to our definition of technical surveillance countermeasures which we defined as ‘The actions taken to counteract/ help prevent observations using covert electrical equipment’, this can be applied to limited situations whereby an individual or business believes that they are being covertly monitored by a third party who is using electronic devices to do so. 

My definition of security is ‘the endeavour to reduce or mitigate the likelihood of either a specific or generic threat from occurring by the implementation of relevant countermeasures.’

 

So now take into consideration what I had stated earlier that, “bug sweeping is a single specialist element of a wider range of security countermeasures that are available in both the private and public sector”, and look at other countermeasures that exist. A few examples are as follows:

  • Manned patrols,

  • CCTV,

  • Physical Security (gates, doors etc),

  • Search Advance Party

  • Close Protection

  • Counter-Surveillance (identifying surveillance teams)

 

Some of the above are generic countermeasures whilst others are quite specific. For example, CCTV is relatively generic in this day and age as most commercial and many private properties have them to mitigate the possibility of a security breach. Close Protection however, is quite specific with a Search Advance Party (which is a person or team of people who are part of a close protection team) being even more specific.

It could, therefore, be argued that everyone is a potential user of TSCM services and I would have to agree that this is definitely the case for corporate clients (businesses). However, I would encourage you to consider that clients in the private sector can be broken down into two further categories:

 

Generic - These are those who are having check carried out either routinely or as a ‘one off’ to ensure that they’re premises, vehicles, offices etc are sterile.  
Specific - A client who has reason to believe or suspects that they are being covertly monitored.
